Exempt certain users from file blocking

It is.
You can have every user point to different configuration files, using
the regular rules syntax.

It'd be wise to not allow it though.
If the users receive these files from an automated process, you can ask
for the files to be zipped, at least
If they're emailed manually, just have the sender do it.

It's not that great to find a virus at your door...
