Allow them first with a regular expression, before the deny rule.

I have a client that uses *.reg files which they create as the licenses
for the software they write. Naturally, he promptly insisted that I
disable the blocking of that filetype, so I am now allowing them in both
filename and filetype.rules.conf.

However, could anyone suggest a rule that would allow RSD*.reg but deny
all other *.reg files?
