SPF support

There's a loop at line 284 of Exim.pm that appears to do all this stuff. I
didn't write it and I can't figure how the heck it works. Does some very
strange things, but appears to assume that all lines starting with "-" have
a unique key after them. This obviously isn't the case with SPF acl's.
