You don't say which OS/ distro so thats not the easy question it might seem.  I don't remember that as a dependency, are you sure you're not trying to install Perl-net-snmp which is NOT required.  I know Mandrake 9 gives you Perl-net-snmp if you ask for net-snmp, the actual SNMP package on mdk9 is ucd-snmp.
