How-to restrict certain domains

Someone correct me if I'm wrong, but it's not possible in the current 
rulesets, but it is possible to do per-domain blacklists in 
CustomConfig.pm, right? I've never messed about in it, but I've seen it 
mentioned often enough and a quick glance through it looks right...
