What you do is create a seperate filename.rules.conf file for those
users then use a ruleset to specify which rules file to consult. i.e.

FromorTo:gooduser at domain.com /etc/MailScanner/filename.rules.conf.2

FromorTo:default /etc/MailScanner/filename.rules.conf

The same approach will work for filetype rules.
