We spoke to heanet about setting up an Irish mirror for TAO and they would
be more than happy to do so if they could find a rsync target...

Hmmm, weird.  I'm downloading @ 300 KB/s right now (which is about the
max I can get from my connection).  How about if I d/l the isos, burn
them and send them to you by mail?
