Major Load please help

Right now I have Spamassassin turned off. 
I have max child at 4 and my load is constant 5.
I mean for a quad box this just seems really wrong.

Read up on vmstat. -S reports on swapping and I get this

have got any RBL's installed. I found this a major load bearer if I use
the RBL's in SA and don't turn most of them off (ie give then a zero
score)
