Whitelisting

I have a problem with email being listed as whitelisted and then blacklisted.  I have checked the emails multiple times and they are never on my whitelist.  All of the emails are from forged hotmail accounts.
 
Please help.  I'm running redhat 8 with mailscanner 4.29.7-1.  I have even changed my whitelist file to see if it is the problem.
