Thats because it 'bounces' the message at the RCPT stage of the SMTP
transaction (before its been accepted). Normally you'd be running
MailScanner on your border machine, so this is a good thing (you won't
end up queueing mail on your box etc.) However if your MailScanner box
is downsteam of another box in your setup then I guess this could cause
stuff to get queued
