per-user settings?

We have mailscanner installed on our ISP mailservers to globally filter
all incoming/outgoing mail.

Is it possible for specific users to be exempted from scanning entirely?
It would be ideal if it were possible to do per-user configurations, as
some users would like settings more restrictive than the default, and some
would like settings less restrictive.
