Enable .exe for just one address?

I can't get it to work... :(
What's wrong?

I did this.

I changed MailScanner.conf
from:
Filename Rules = %etc-dir%/filename.rules.conf
Filetype Rules = %etc-dir%/filetype.rules.conf

to:
Filename Rules = /etc/MailScanner/rules/filename.rules
Filetype Rules = /etc/MailScanner/rules/filetype.rules

Created /etc/MailScanner/rules/filename.rules and
/etc/MailScanner/rules/filetype.rules.

filetype.rules and filetype.rules includes:
To:             me at domain.com       %etc-dir%/filename.rules.me-domain.conf
FromOrTo:       default                 %etc-dir%/filename.rules.conf

Now everything get through.
