In my whitelist rules I want a rule that does this.

if its from: certainspammer at spamdomain.com And to: certainuser at mydomain.com
not tag it.

This certain user likes the SPAM they get from this certain place but I
don't want to whitelist it for everybody because it is still SPAM to me.
This user does not like other SPAM so they still want filtering.

What is the syntax for doing this in a rules file?  I saw no example of
this.
