Subjects not being altered..?

Hi all,

I have a new install of MailScanner with an identical config to the one
I have running on another box and am left scratching my head as to why
this one refuses to alter the subject lines of messages.

Does anyone have any suggestions?  What should I be sending to help
debug this?
