Fromandto means exactly the same as Fromorto, Fromto, or for that matter
anything containing the strings 'from' and 'to' - it's just one of the
flexible features of MailScanner.
It simply means a match on the from address or the to address.
There is no mechanism within the MailScanner ruleset to match on more than
one thing at a time.

9 of the remaining 10% are routing problems in the other direction.
The remaining 1% might be something else, but check the routing anyway.
