is all spam to not the correct option to use when passing all email to some user? The problem i have is if someone sends an email to webmaster at localdomain and someuser at localdomain and webmaster is in all spam to list then someuser will get a -100 and get the spam also. MTA is sendmail in daemon + queue only mode.
