It does in top, but you have to not confuse CPU Usages with System Load, as
they are two very completely different things.
System load is generally defined as the number of processes that could do
work, if they got a slice of CPU time, or had their data in RAM instead of
being blocked on disk (swapped out).
It's confusing, but you get used to it :)
