Strip HTML weirdness

I'm getting complaints from users about the striphtml action. It seems that the URL's stripped from <A> tags are getting truncated - which means that users can't follow the links (they are Outlook users, and Outlook presents URLS as links even in text) when they receive a false positive. Does anyone know if this is by accident or design?
