RBL checking by SA

Well, all I can say, I have tried that setting with 
        skip_rbl_checks=0 and skip_rbl_checks 0
None of the above worked.  Is there anything else I should check?
Needless to say I have actually tried the above before.

This is off by default, check out the settings in
spam.assassin.prefs.conf and set skip_rbl_checks=0
