New IPBlock code

I have re-written most of the IPBlock code in CustomConfig.pm.

It hopefully now supports netblocks, CIDR's and so on. You can now put in
networks like this:

152.78.129.169
152.78
152.78.
152.78.252.0/15
152.78.252.0-152.78.253.255
152.78.252.0/255.255.254.0
default

Follow each network definition with the limit of the number of messages per
hour for each host in that IP range.

As usual, please give this a try and get back to me with your experiences.
