Skipped; still being delivered - even in 4.25

Just noticed two occurrences of this postfix problem rearing its ugly
head again (only two in the 10 days since I finally found the time to
upgrade from 4.21-9 to 4.25-6). This is with Postfix 2.0.16-5, FWIW.

In both cases the result was a duplicate message with headers only,
followed shortly later by the full message being delivered.
Interestingly the bodyless messages did have X-*-MailScanner-*
headers, which I don't think was the case previously, though I don't
have the older messages lying around to check.
