Rulesets not being properly applied

Hi All,

We have noticed that some users when receiving messages with their address
in the BCC: field are not having domain specific rules applied to them.

Has anyone else noticed this, I have a sneaking suspicion I saw an email
from Julian mentioning this is an issue, but can't seem to find it again.

We have one particular user who is pretty unhappy with our default footer
being put on his messages!  Any help appreciated..
