Here is the ouput. Your procedure seems to work. Looks like the issue was
with the MailScanner restart.

No, that's not the way it ought to work. The remaining sendmail processes
should not keep you from restarting sendmail or MailScanner.

First, let's be sure you're starting off clean - stop MS and do whatever it
takes to make all the sendmail processes go away. (But be aware that if you
forcibly kill a sendmail process while it's talking to a remote server, you
may end up with "dead" files in the mailqueue.in if it was an inbound
message or with a slightly corrupt mail spool if it was a message being
delivered to a local account on the system or with a message that never gets
delivered if it was a process delivering an outbound message.)

Once you have everything shut down, run these commands in order and send
back their output:

ps -ef | grep [mM]ail
service MailScanner start
ps -ef | grep [mM]ail
sleep 30
service MailScanner stop
ps -ef | grep [mM]ail
sleep 30
ps -ef | grep [mM]ail
service MailScanner start
ps -ef | grep [mM]ail
