Can't find SpamAssassin

If you have a ruleset controlling the "Use SpamAssassin" option, then it
will always try to load SpamAssassin, as it has no way of knowing for sure
that your rules have disabled it. Set it to "Use SpamAssassin = no" and it
shouldn't insist on SpamAssassin being installed.
