This is due to the other 24 messages still being delivered to you, so they
aren't complete messages yet. Also, some of the messages may be being
scanned by other MailScanner processes.

The number of messages it reports as being waiting = number of at least
partially delivered messages currently in the incoming queue, which is not
the same as the number it can actually get hold of to scan.

It is entirely normal.
