spam score header

I have moved my some of my header changes to rulesets. I am having a problem with one of them.

May 26 21:46:25 cleanmail01 sendmail[29646]: h4R4kMX29634: SYSERR(root):header
syntax error, line "yes Found to be clean, not spam, SpamAssassin (score=0.1, required 7, BAYES_60, ^IEMAIL_ATTRIBUTION, GROUPS_YAHOO_1)"

I changed the Spam Header to this: 

Spam Header = /etc/MailScanner/rules/spam.header.rules

The ruleset looks like:

FromOrTo:       default yes

Now I get errors as above.  How does "yes" get tacked onto the report?  Why the ^I character also?
