Problem with High Spam Score delivery options

The "High Scoring Spam Action" was working just fine but since
upgrading to SpamAssassin 2.51 and then 2.52 along with MailScanner
4.13.3, I cannot get the "High Scoring Spam Action" setting have any
effect.

I have reinstalled all from scratch and only changed:

Virus Scanner = sophos
High Scoring Spam Action = bounce
Use SpamAssassin = yes


All else works as advertised

I'm running redhat 8.0 and installed MailScanner and SpamAssassin from
the rpms.
