FromTo vs FromOrTo

Looking through the ruleset documentation I noticed that there are
mentions of FromTo as well as FromOrTo.  Is this the same thing and one
of these is an error?  Or are these used in different locations for
different purposes.  I'm not certain as the documentation and examples
change back and forth between the two terms.  At the moment I use
FromOrTwo and it is working.
