ip addresses in whitelist are still being blocked

Are you sure it's not your sendmail?  SA doesn't block.  And MS does
nothing but tag unless you've created a rule to do something else with a
message.

I've got MailScanner running on a redhat 8 box with sendmail. I had
spamassassin installed, and it was a little over zealous in what it
blocked, so I started added ip addresses to the MailScanner whitelist.
Well, email to those very ip addresses were still being blocked. So, I
stopped the SpamAssassin service in Redhat, and also turned it off in
the MailScanner.conf file. Email is still being blocked. Any ideas on
what may be causing this? After each change, I restarted mailscanner,
but still no luck.
