Notify Senders = local on 4.x

The feature is still there, it just needs to use a ruleset now.
If you set
Notify Senders = /etc/MailScanner/rules/notify.senders.rules
and then in that file put
From:   yourdomain.com  yes
FromOrTo:       default         no
that will achieve the same thing.
