is per user whitelist/blacklist config and a default whitelist/blacklist possible?

I just grabbed the latest beta tarball (4.22-3) from the website, I don't
see that code in the customconfig.pm.  The file date for CustomConfig.pm in
the tarball is 5/31/03.  Am I missing something, or is it not there?

Yes, it is in the CustomConfig.pm file. Check you don't have a .rpmnew
version of this file.
