That means that it's only bound to the loopback interface, IIRC correctly this is the default on RedHat 9. I think this was discussed recently on the list, check the archives.
Once you've got it to listen you should see...
tcp 0 0 0.0.0.0:smtp *:* LISTEN
+44 (0)20 8566 5000
