Archiving Question

Under the setting Archive Mail I want to set it to a ruleset.

So I have in MailScanner.conf
        Archive Mail = /etc/MailScanner/rules/archive.conf

Then the archive.conf file is:
        to:     username at domain.com     forward at here.com
        from:   username at domain.com     forward at here.com
        default:        no

But it archives all mail to the archive.conf file as if it were a mbox
file.  What am I missing?
