You could set all 3 of the "Actions" settings to the same rules file to
start with. Make it look like this:
FromOrTo:       default delete
FromOrTo:       user1   deliver
FromOrTo:       user2   deliver

Then it will delete all mail for anyone other than user1 and user2.
