dodgy spam.actions ?

Greetings

In my spam.actions.conf file, I have this rule

To:     @vbcomm.net     delete forward mbowman at udcom.com

I sent a SPAM e-mail to it from my yahoo account and here is where maillog
said:

Jan 28 16:55:32 smithers MailScanner[3632]: Spam Actions: message
h0SLtS403985 actions are forward,mbowman at udcom.com

Why didn't the e-mail get deleted or did it and maillog just reported the
2nd rule?
