From:   user1 at domain1.com       /archive/domain1/user1
To:     *@domain2.com   /archive/domain2 user2 at domain3.com user4 at domain5.com
FromAndTo:      *@domain6.com   /archive/domain6/internalmail
postmaster at domain7.com

Basically the value of each rule should be a list of directories and/or
email addresses.
