Domains to scan config

Create and use a rules file for the Domains to Scan declarative in
MailScanner.conf file

Virus Scanning = /etc/MailScanner/rules/domains.scan.rules

To:     *@domain1.com           yes
To:     *@domain2.com           yes
To:     default                     no
