Spam Messages not being delivered {Scanned}

It appears that something is not right in my mailscanner.conf file because I
have it setup to put spam messages as attachments and I thought it was
suppose to still deliver them on but then are not coming in. The only thing
I see is in my logs which state:

Any ideas what I did wrong?
