spam actions ruleset

There are docs and examples in /etc/MailScanner/rules.

You are nearly right, but you need to specify the direction of the mail to
check. And "everyone else" is "default". So your ruleset becomes

To:     user1 at domain1.com        delete
To:     user5 at domain27.com      delete
To:     user8 at domain5.com       forward spamarchive at domain5.com
FromOrTo: default                   attachment deliver
