Include files option in spam.assassin.prefs

When you run
spamassassin -D -p /etc/MailScanner/spam.assassin.prefs.conf --lint
it lists near the start the directories it includes .cf files from.
Normally, you'd expect to put additional site-wide rules in
/etc/mail/spamassin
We're using bigevil.cf, popcornonly.cf, weeds.cf, nov2rules.cf and Obfu1.cf
plus a few other custom rules here.
