The qmgr isn't a normal file. Do an "ls -l" on it and you will see that
it's a pipe, created by Postfix.
MailScanner takes the outgoing queue directory (normally
/var/spool/postfix/incoming), and replaces the last word with "public" then
tacks "/qmgr" on the end.
So you turn
/var/spool/postfix/incoming
into
/var/spool/postfix/public/qmgr
