What version of MailScanner are you looking at?

In 4.22-5 (and presumably anything later, although I haven't checked):

1. The documents are named MailScanner.... not Mailscanner (this change
occurred some considerable time ago)

2. MailScanner.8 contains nroff; MailScanner.8.html contains html, as one
might expect

I agree that MailScanner.8 references MailScanner(3) and MailScanner.conf.5
references MailScanner(1) (however they both refer to MailScanner(1), not
Mailscanner(1)).
