Can I limit messages per period of time per user?

Yes.  Remember that its not necessarily the number of messages, but the
number of recipients that is the issue.  One outgoing email could have a
hundred recipients, but only one message would be queued (your MTA then
making connections to each recipients server.  So you need to look at
setting things such as maximum numbers of recipients.  There are
probably throttling settings that you could apply, but throttling won't
achieve all you want (whats to stop a determined user setting a system
up to send emails at a rate just below your threshold).
Probably you also need some good reporting so you can tell who is
abusing the system.  Satisfy yourself that any monitoring you do is
within the various legal constraints (Data Protection Act and Regulation
of Investigatory Powers Act are two examples).  Make a point of querying
spikes in individuals mail usage, so that users get the message that the
policy is being enforced.
