Can I limit messages per period of time per user?

I think that genuine spam is so often sent out *from* different addresses
(for each message) that this wouldn't be an effective test.
If you had a user in your network sending out messages more then one per
minute (as fast as I can imagine anyone effectively replying to things), then
I would suspect their computer has a worm/virus infection (which may be
useful to know about, but hopefully you pick this up by other means already).
I don't think a genuine spammer would get caught this way, because of the
multiple source addresses they tend to use.
Therefore I don't see it as a desirable feature to consider including in
MailScanner.
