syslog: spamassasin and vira info goes to messages file rest goes to maillog file.

I have tested that  but nothing comes into the file.
MailScanner.conf :
Syslog Facility = local1


syslog.conf:

local1.*                /var/log/foo


restarted both, and tail -f on the foo file....nothing happened.
