HTML containing "<Form>" tags being converted to text

We want to change HTML containing <IFrame> and <Object Codebase=...> tags into
text, but ones containing <Form> tags to be allowed through unchanged.

Is there a way of doing this?  With our current setup they are being converted
to text.

In MailScanner.conf:

  Allow IFrame Tags = yes
  ....
  Allow Form Tags = yes
  ....
  Allow Object Codebase Tags = yes
  ....
  Convert Dangerous HTML To Text = %rules-dir%/convert.html.rules
  ....
  Convert HTML To Text = no

convert.html.rules contains:

  From:             *@comicsmail.unitedmedia.com    no
  FromOrTo:         default                         yes
