and.. I see the default in the link below.. that states Listen defaults to

I see the Listen parameter in DaemonPortOptions, but no idea what the
default is.  I would expect that if sendmail needs to be tuned, then this
needs to be increased. Currently we have about a 2-4 load with about
27-35%Cpu.

What's the Load Avg?
See QueueLA,RefuseLA,DelayLA in sendmail.cf
If max children is too low, it could cause connection problems too.
Also look at ConnectionRateThrottle
