pod2man problem

I am having a major problem with perl and I'm hoping someone here can
help.  I keep getting errors saying unable to find pod2man.  Make sure it
is in the path.

pod2man is in /usr/bin.  This is on a Redhat 9 box.  I've tried
reinstalling perl...everything but I can't get past this error.  It's
stopping me from upgrading MailScanner and most other packages!
