Yes, though the setup would be rather intricate: you'd have to have three
Exims, a listening daemon that does the single recipient splitting, a
MailScanner incoming daemon, and an outgoing daemon.  This is because
MailScanner looks at a message before Exim does routing and delivery,
which is when it would normally split a message per recipient -- and even
then the message remains a single queue item, i.e. a single message from
MailScanner's point of view.
