Warning Is Attachment

That's it. Anyone know how to change Outlook's bad behavior? Eudora
starts by showing an attachment in the message list, but when opened
puts it inline.

It is still added as a separate MIME entity with its disposition set to
"inline". Exactly what you see in the mail client depends a bit on how
that client handles inline entities.
If you look in the raw message, see if you get a "disposition = inline"
label at the start of the warning.
